    Dr. Isham Ishak
    Director, Students Learning

    Dr. Isham Ishak was appointed Director of Student Learning at PADU in 2013 and assists the unit in overlooking the ministry’s implementation of education strategies and assessments towards increasing student achievement in line with the Malaysia Education Blueprint 2013-2015. Prior to her role in PADU, she served the Project Management Office (PMO) in monitoring and reviewing Malaysia’s educational achievements, strategic planning, and policies from 2011.

    Her teaching experience spanned close to 13 years before serving the Educational Planning and Research Division (EPRD) under the Ministry of Education. Her key responsibilities involved the coordination and implementation of various programmes, assessments, and studies set under the national Education Development Master Plan Unit. She has also contributed her expertise in the development of Malaysia’s educational policies and development plans for 2001-2010.

    She was awarded a Diploma in Liberal Arts and Sciences from Broome Community College, New York and later graduated with a Bachelor's degree in English from State University of New York. In 1985, she pursued a Master's Degree in Teaching of English as a Secondary Language (TESL) and went on to complete a Doctorate (PhD) at Universiti Kebangsaan Malaysia in 2007.

    She has undertaken extensive training, discourses, and exercises at both national and international levels including Financial Planning and Management in Education at the University of Notre Dame in Perth, the South-East Asia Education Research Network (SEA ER Net) Seminar in Indonesia, and the 17th Conference of Commonwealth Education Ministers (17CCEM) in Kuala Lumpur.

    Zekri Ghazali
    Director, Ministry Transformation

    Zekri Ghazali joined PADU in June 2014 as Director of Ministry Transformation, a division that is tasked to manage key projects and initiatives which would support the ministry's transformation as envisaged in the Malaysian Education Blueprint 2013-2025.

    He began his career in the marketing division of telecommunication and healthcare industries before joining a leading banking group to manage staff learning and development. His last role before joining PADU was in the Malaysian Insurance Institute (MII), where he served as the Senior Vice President of Strategy and Quality Assurance and headed areas of Strategic Management, Project Management, Stakeholders Engagement, Business Development, Marketing, Sales, Corporate Communication and Quality Assurance.

    Amongst his many roles were to ensure the MII continued business growth through collaborations with local and international bodies. He was also a key player in managing the “Capacity Building Projects”, an initiative supported and funded by Bank Negara Malaysia and the Malaysian Insurance Industry to transform MII and the Malaysian insurance industry at large, by implementing critical projects and initiatives.

    He holds an MBA (Islamic Banking & Finance) from International Islamic University. He is a Certified Financial Planner and was elected as National Council member for the Malaysian Financial Planning Council in 2013.  He obtained a certificate in Training Development awarded by the Chartered Institute of Personnel and Development (CIPD), United Kingdom and a Certified Prince2 Practitioner in Project Management.

    Hazif Azli Mt Husin
    Director, Project Management Team

    Hazif Azli Mt Husin was appointed as the Director of Programme Management Team (PMT) of PADU in early 2015. Prior to this role, he worked in a  multinational company Accenture Technology and Management Consulting, where he served for over 10 years.

    He has a strong track record in the project management of complex IT transformation project within the telecommunication industry. His experience includes team mobilization, team management of multinational members, project planning and tracking, application development, testing, business integration, data migration and release management. He has also played the role of Team Lead, Project Manager, Delivery Lead and Project Director throughout his experience in Accenture.

    He graduated from Imperial College London with a BEng in Electrical and Electronics. Being raised in a family with a strong root in Malaysian education, he aspires to help the nation to transform its education system and hence, opted to leave the private sector to join PADU.

    Hairul Hilmi Ramlee
    Director, System Structure

    Hairul Hilmi Ramlee is the Director of System Structure at PADU. Prior to joining PADU, he served the Malaysian Insurance Institute (MII) and ASEAN Insurance Training & Research Institute (AITRI). As the Head of AITRI, he built regional partnerships with the Asian Development Bank, World Bank, International Association of Insurance Supervisors, Toronto Centre, Financial Stability Institute Switzerland as well as regulators and industry players. He also engaged with field experts and donors to help build the capacity of the ASEAN insurance industry and improve regulations, supervision, and market conduct in meeting the ASEAN Economic Community 2015. 

    During his tenure as the Senior Vice President in MII, he headed Product Development (Education and Training), Conference & Sales, Knowledge Centre, and the Professional Membership Department. He also led various projects under the Malaysia Insurance Industry’s Capacity Building – Transformation Initiatives and was a member of the Persatuan Insurans Am Malaysia’s Education Committee and ASEAN Insurance Education Committee.

    His experience also includes working in the investment banking industry, where he served as Head of Operations in the Organizational Development Department and was involved in the Banking Group’s merger, rationalization, streamlining, and management-restructuring initiatives.

    He received an International Baccalaureate Diploma before obtaining a Bachelor of Commerce in Accounting at the University College Dublin of Ireland. He later pursued a Master of Science in Finance with the International Islamic University Malaysia and obtained a professional qualification in insurance under the Associateship of MII. He also received the Certificate in Training & Development from CIPD UK. He is also the Associate of MII (AMII) and member of Chartered Insurance Institute UK.

    Rosliza Rosli
    Director, Teachers & School Leaders

    Rosliza joined PADU in January 2015 as manager of the Programme Management Team (PMT). She was promoted to Director of Teachers & School Leaders Sector in June 2016. Her current portfolio includes overseeing initiatives related to the training and capacity development of teachers and school leaders. She was also instrumental in assisting the Teacher Training Institute Malaysia (IPGM) in setting up the Transformation Management Office (TMO) in IPGM; a revolutionary move of introducing a programme management unit within a division in Ministry of Education (MoE) Malaysia.

    Rosliza has 23 years of teaching and educational management experience. She began her career as a secondary school teacher and had taught in rural and urban schools. In 2002, she joined the Curriculum Development Division as an assistant director. Her job scope covered curriculum design and development and played a key role in the development of the English Language teaching courseware for the PPSMI programme.

    Her experience also comprise serving the Johor Education Department (JPNJ) in 2009. In JPNJ, she was tasked with two roles which were the Assistant Director of private education and also  the Head of International Relations Unit. She played a significant role in the establishment of the International Relations Unit, which is a unit to drive the Internationalisation of Schools Programme in Johor.

    In 2013, Rosliza served as a Federal School Inspector in the School Inspectorate Division (JNJK), MoE. Her tenure in JNJK provided her with valuable experience in monitoring compliance of standards, inspecting and evaluating school system as well as providing advice to school administration which encompassed all aspects of teaching, learning, assessment and management of schools.

    She received her masters degree from University of Malaya in 2006, and was posted to the Policy & International Relations Division (BDHA), Ministry of Education (MoE), holding a portfolio which provided her with the opportunity to network, collaborate and expand her professional circle internationally. During her tenure in BDHA, she led the secretariat team in assisting the negotiation of agreement in education between MoE Malaysia and MoE of Singapore, Thailand, Oman and Iran, and the renewal of agreement with MoE China and Indonesia.

    Ahmad Jafri Bin Abdul Jamal
    Director of Human Resources and Administration

    Ahmad Jafri Bin Abdul Jamal joined PADU in October 2016 as the Director of Human Resources and Administration Division.

    He graduated from Loyola University, New Orleans with a Bachelor Degree in Business Administration (BBA) in 1989 majoring in Finance and Management.

    He has more than 20 years of experience in Human Resources with multinational companies in manufacturing and hospitality industries.

    He started his career in manufacturing companies with Sony Audio in 1989 and later joined other companies such as Yamaha Electronic and Intel Technology before working in hospitality industry with Pan Pacific Pangkor Island, later known as the Pangkor Island Beach Resort. His last employment was with Padiberas Nasional Berhad as Assistant General Manager.

    Amongst his accomplishments were successfully driving company expansion effort, headcount rationalisation programme and “Great Place To Work” initiative in developing Shared Services and creating harmonious working relationship with union.

    Azhan Bin Abdullah
    Director of Information Technology

    Azhan joined PADU in December 2015 and is currently the Director Information Technology. He has over 21 years of HR and IT experience with particular focus in the Financial Services industry. Over his extensive career, he has held positions in HR Information Technology and Shared Services.  He has had solid IT experience having led the implementation of PeopleSoft HRMS for AmBank Group and various system integration projects. His expertise are process automation and data integration.

    Before joining PADU he held the position of Senior Manager HR Information Technology and Head HR Shared Services. During which he rolled out HR Service Management System , implementation of groupwide medical outsourcing , implementation of groupwide eLeave system and Flex Benefits outsourcing for AmBank Group. Functionally, his areas of strength include HR processes, systems designs and data /process automation. He played critical roles in the successful delivery of various systems implementation and data integration projects for AmBank Group which resulted in better process efficiency and operations data playing a bigger role to support business.

    Having the unique experience of both operational and IT , Azhan joined PADU to contribute his talents toward supporting and enabling the transformation of the national education in Malaysia. Azhan is currently pursuing Digital Media Design in OUM.
